NSW Trade Waste Charges 2026–27 — What to Allow in a Commercial Fit-out

Trade waste charges are one of the quietest holes in a commercial fit-out price. They are not plumbing work, they do not come off a rate, and they are not in any takeoff — but somebody pays them, and on a food or automotive tenancy they run into thousands before a single pipe is laid.

This is what the two NSW authorities actually charge in 2026–27, what triggers the application, and how to carry it in a tender so the number still holds when the approval comes back.

01What triggers a trade waste application

Any business discharging something other than ordinary domestic sewage needs approval before it connects. In practice, on the jobs a hydraulic contractor prices, it is triggered by the tenancy type:

• Retail food — restaurant, café, takeaway, food court, hotel, aged care, food processing. Sydney Water requires a correctly sized grease arrestor.
• Automotive trades — workshops and wash bays need an oil–water separation system. Sydney Water sizes separators on influent flow rate with a minimum of 1 kL/hr, and most auto trades need an operating capacity of at least 500 L.
• Service stations — minimum 750 L collection well.
• Commercial laundries, equipment hire wash bays and lithographic processing — each has its own charging rate, so each needs its own approval.

Two rules catch people out. You must have Sydney Water’s approval before you install any grease trap, and it has to be a unit from their listed range — you cannot size and supply one yourself and seek forgiveness later. Sydney Water’s listed grease arrestors run to a maximum of 5,000 L.

02Sydney Water fees, 2026–27

Sydney Water’s prices are set by IPART and run 1 July 2026 to 30 June 2027. Commercial permits cover most fit-out work; industrial consents apply to heavier discharges.

Industrial consents are a different scale. The standard application is $1,153.16, non-standard work is charged at $151.40 per hour, and the quarterly management fee runs on a risk index from $686.24 at Risk 7 up to $5,258.91 at Risk 1.

03Hunter Water fees, 2026–27

Hunter Water works on agreement categories rather than complexity tiers, and unlike Sydney Water it charges an annual agreement fee. Its published prices are GST free unless noted, and also run 1 July 2026 to 30 June 2027.

A Category 4 inspection is $298.20 and a variation is $157.43. Tankered waste carries an average strength charge of $7.41/kL and after-hours access of $569.82 for the first four hours.

04The charge most estimates miss

Look again at the waste quality table. Food waste discharged with pre-treatment costs $3.906/kL. The same waste without pre-treatment costs $20.061/kL. That is not a fine — it is the standing rate for discharging untreated.

It matters on a fit-out for one reason: if the arrestor is value-engineered out, or the approval is not in place when the tenancy opens, the operator carries roughly five times the waste charge until it is. On a busy kitchen that gap is larger than the arrestor. If a client pushes back on the pre-treatment cost, that is the number to put in front of them.

The second one people forget is the pump-out. Sydney Water sets the frequency and the work has to go to a Wastesafe transporter, so it is an ongoing operating cost with a nominated supplier — not something the builder can shop around at handover.

05What to put in the tender

• Name who pays. These are authority charges and they usually belong to the building owner or the tenant, not the contractor — but the application often lands on the hydraulic trade by default. Put it in your qualifications either way.
• Split one-off from ongoing. The application fee is a project cost. Quarterly permit fees, trap charges and waste quality charges are the operator’s running cost and do not belong in your price at all.
• Carry the arrestor as a named allowance until approval. The authority sets the size, so before approval you have an allowance and not a rate. Itemise the excavation, pit, lid and reinstatement separately — on most jobs that is where the real money is, and it moves with the size.
• Allow for the variation fee if the tenancy layout is still moving. At $338.13 in Sydney Water’s area it is small, but a variation can only be requested once every six months, which is a programme risk more than a cost one.
