NDIS SDA Plumbing Requirements – Class 3 Dwellings 2025 Guide
Complete NDIS SDA plumbing requirements for Class 3 dwellings in Australia – 45°C TMV rules, accessible bathrooms, hot water, drainage & compliance in 2025/2026
NDIS Specialist Disability Accommodation (SDA) dwellings classified as Class 3 under the National Construction Code (NCC) have strict plumbing requirements to ensure safety, accessibility and compliance for residents with disabilities. This guide covers the key rules from the Plumbing Code of Australia (PCA), AS/NZS 3500 series, NDIS SDA Design Standard, and state variations (NSW, VIC, QLD) — perfect for plumbers, builders and NDIS providers in 2025/2026.
1. Building Classification – Why Class 3 for NDIS SDA?
- Most NDIS SDA group homes, supported independent living (SIL) facilities, and shared supported accommodation are classified as Class 3 (residential care buildings, boarding houses, hostels).
- Class 3 triggers higher fire safety, accessibility and plumbing standards than Class 1 (single dwellings).
- Single-storey Class 3 dwellings (like many SDA homes) still require full Class 3 compliance — no exemptions for single-level.
2. Hot Water Temperature Control – 45°C Mandatory
PCA Part B2 BP2.2 (Heated water services) and AS/NZS 3500.4:2025 Clause 1.10.2:
- All personal hygiene outlets (showers, basins, baths) in Class 3 dwellings must deliver hot water at ≤45 °C (scald prevention for vulnerable residents).
- High-performance TMVs (thermostatic mixing valves, certified to AS 4032.3) are required — not standard tempering valves (50 °C).
- Every bathroom needs a TMV — not just the accessible one.
- Storage temperature: ≥60 °C everywhere (legionella control).
- Commissioning/test: Verify 45 °C at farthest outlet; record for certifier.
Why 45 °C building-wide?
Residents may have reduced sensation, mobility or ability to react — the limit protects all occupants, not just those in accessible bathrooms.
3. Accessible Bathrooms & Fixtures (NDIS SDA Design Standard + AS 1428.1)
At least one bathroom must be fully accessible (high-support SDA may require more):
- Stepless shower: Minimum 1160 × 1100 mm clear space, 900 × 900 mm turning circle.
- Grab rails: Mandatory in shower and near toilet (AS 1428.1).
- Accessible toilet & basin: 900 mm clear space, adjustable height if needed.
- Non-slip flooring and effective drainage (AS/NZS 3500.2).
- Waterproofing: Certificate required (AS 3740).
- Taps: Lever handles, easy-grip.
4. General Plumbing Requirements (AS/NZS 3500 Series)
- Water services (AS/NZS 3500.1): Backflow prevention (RPZD for high-hazard), isolation valves at meter and fixtures.
- Sanitary plumbing & drainage (AS/NZS 3500.2): Trapped floor wastes/gullies in wet areas, accessible inspection openings.
- Heated water (AS/NZS 3500.4): TMVs on all bathrooms, tempering if staff areas.
- Fire safety (NCC Volume One for Class 3): Fire-rated pipe penetrations (Spec 13), sprinklers if high-support residents (state-specific).
5. Estimating Checklist for NDIS Class 3 Single-Storey Dwellings
- TMVs: 1 per bathroom (high-performance, 45 °C) → $250–$450 each × number of bathrooms.
- Accessible bathroom: Stepless shower, grab rails, non-slip, waterproofing cert → $2,000–$5,000 extra.
- Isolation valves: 4–8 per bathroom (quarter-turn ball) → $800–$2,000 total materials.
- Backflow: RPZD if rainwater reuse or high-hazard → $800–$2,000.
- No fire hose reels — exempt in single-storey Class 3 (NCC E1D3(1)(a)).
At SNZ Plumbing Estimating, we build every NDIS Class 3 job with 45 °C TMVs on all bathrooms, full accessibility, and full PCA/AS/NZS compliance — no rejections, no safety risks.
